Operational summary
IF hover/focus reveals additional content, keep it available long enough, allow pointer entry when hover-triggered, and enable dismissal without moving hover/focus when required. Check the dismissal exceptions for error messages or non-obscuring content, and the unmodified-browser-presentation exception.
