IF non-exempt text is ordinary sized, require at least 4.5:1; IF it is large-scale, require at least 3:1. Large-scale includes 18pt regular or 14pt bold, with equivalent-size language qualifications. Review incidental/inactive/logotype exceptions. Never round a failing ratio upward.
